Capel St. Andrew is a tiny place with has no houses (as far as I can tell) only a few farms.

There is certainly no church though one existed here back in the early 16th century as evidenced of bones and masonry were unearthed at near by Church Farm.  

The steel sculpture was erected for the Millennium and depicts St. Andrew.  

St. Andrew is the patron saint of Scotland and also fishermen, hence the steel fish in his hands.
